Official servers (the paltry 840ish here on steam) are in some cases able to connect to each other and others are not depending on factors such as realm type(pvp pve) whether they're a total conversion(primitive plus) etc.
More often than not they're also just called Clusters.
So you just need to consider ones that offer cross server transfers in a cluster as being a subcategory within the official server realm of things.
Unofficial servers also can be clustered depending on whether a server owner has more than one server etc too and decides to make such a setup.
No. Only servers in the same cluster and type can. So for example there might be an Island Map, SE and Aberration that are all pvp and clustered officially. You thus can only go to those within the cluster. Pve and pve do not cluster for obvious reasons related to pvp griefing.
Similarly, you wont see a Primitive plus server pve clustered with a non prim+ server.
Also you wont see Legacy servers clustered with Post 8/29/2017 official servers either.
