I don't really care about rules really. I want to play with people who don't need rules. They just know how to have fun playing the game. It's a game. This alpha tribe stuff really is stupid. It's little boys going back and forth about who's pokemon cards are better.
If you can't come up with a genuinely good, sensible reason, then don't. It'll probably be more beneficial to trade or make allies than piss people off.

Raiding is fun. Getting raided is fun. I like pvp. I don't like people who use exploits to transfer in level 400+ dinos and go around terrorizing low level players. If you can't pick on someone you're own size, then you're just a bully and bullies deserve for their lives to be centered around ARK while the rest of us enjoy the real world.

No such thing as "carebear servers". There are "Hope for the future servers" that would boot you fairly quickly.

Carebear servers? So you mean you have to wipe everyone so you never get raided? You can dish it out but you can't take it? Comments like that make people wonder if you're twitter troll who got angry about not being instafamous and became trump hater bully on the internet. Carebear server sounds like a hateful cancer troll in instagram comments.
I don't mean to sound judgmental, but the world is full of good people. You don't have to be aggressive. You don't have to prove your toughness by being a bully. You just need to be around people that deserve to be around you rather than trying to fit in with trash.
ARK is a really fun game, man. It really is. It doesn't have to be a cancer. It can be togetherness and a fun community.

You know that's why people delete this game right? You know that's why people host thier own server and will never let you in it, right?
The only reason you have that attitude is because it's free. The opportunity is handed to you. If it was your financial responsibility you would ban everyone who behaved that way towards you.
Maybe servers like yours are welfare servers because you don't have to pay for it. Someone else pays for it for you and you abuse it. You're big enough to be a bully but you're not big enough to pay for your own server and be "alpha". I've never met a broke alpha before in my life. Before you get mad about me saying that, maybe you belong in carebear discussion boards instead of this one.
Be cool, man. This game is fun. Raiding is fun. You getting a max level giga and killing someone's level 23 pteranadon makes you emotionally weak, not good at the game. Any little kid could do that. That's not fun. It's how weak people make themselves feel strong.

You "can" but "why" would you? What are the "reasons" for it?
What do you get out of doing something you "can" do?
I CAN punch someone in the face. I CAN talk down on other people. But WHY would someone do that? If you yourself don't even know why you do what you do then do you know your own choices and decisions, if they are even that due to the concept of "automatic response"? Either way do you "know" the reasons for what you "can" do?
In short, do you know why you do what you "can" do?
People climb mountings because they're there. Is what they say. Except there's more to it then that. It's the same reason people get a thrill from fighting (in real life even). If you're GOOD at it then you know you're doing well. If you're good while being challenged then you know you're improving and doing better. People might not like to admit it, but this is why people fight and kill. Because they can be good at it. It gives peoples otherwise empty lives meaning.
Same concept applies to games then.
If on the other hand you're picking on people with tiny thatch huts with low level gear then that's like playing a single player game on the easiest difficulty setting. That's a valid tactic in real life to wear down an enemy faction. But gameplay wise this tends to have a different result. In other words it wouldn't be "real" power. Only the "illusion" of it. I "can" do that. I "choose" not too. so the argument of "because I can" is flawed because I can do it too. We're both in a position where we "can". Yet we're clearly different. With our REASONS for it. Which is why the "why" is important. Because reasons matter. This is why Blast asks "why". Coddling has nothing to do with it (at least where I stand).
Personally I find it too easy to pick on low level people. What would I gain out of that? What would you? The only valid reason I can think for doing this would be to push someone to see if they can handle it. In other words to see how weak/fragile they are and wherever they're a coward that flees when things get rough. In that light it's kind of like hazing the new guy. So there is a sort of logic to why people do it. Even if they themselves aren't sure why they do so. After all, the people that PVP want their foes to, well, PVP. The logic works both ways.
Just, you know, try to find the middle ground. The more both sides benifit together the more PVP there is in the long run. Can even organize locations for faction wars. Wyvern trench is a good place for that. Organized faction wars would ensure players have a location (general area. Let's say north east of lost island) and a time where players can form large groups which result in large fights. One side can defend/dig in while the other attacks. This way players fight proper wars instead of minor skirmishes. The later would be applying between the larger wars.
