Either turn the tether down or just host a proper dedicated server
You can launch a dedicated server from within the game itself. Like the option is literally right there.
Or just host one on your same machine. Can download the dedicated server using steam itself or third party tools such as Ark server manager. Doing so these ways will install the server separate from your existing game install.
you can't run a dedicated server and play on the same rig. well you CAN but it ain't gonna run well. you need a second machine (and good internet) to run the server or simply rent
Virtualbox is quite straight forward to use. Install Ubuntu and follow this tutorial:

To restore your world and survivors, simply copy your "Saved" folder to your dedi server (same game path).
Everything up to the server configuration will get ported over.
Running a dedicated server and client on the same PC performs better than hosting a non-dedicated server. Don't ever let the perfect be the enemy of the good.

It is very simple to do , I host a dedi this way on the machine I also run the client on and my kids connect easily via lan , it works really well.
It will require some extra resources on your part though, currently the server I host for us running the lost island map is using around 20gb of ram in total with the client and server running.
Ark itself is poorly multithreaded so splitting the server tasks off into a separate process actually performs better than non-dedicated.
RAM usage could be a bit higher depending on the map but again something thats normally not an issue unless you're running on a potato.
Additionally they are already running non-dedicated so their internet speed is seemingly good enough for their purposes. Dedicated server will not affect that unless they start to increase their player base.
To me it'd make sense if their main PC was an unsupported platform... But otherwise I would think it adds unnecessary HW overhead to their rig. As well as a technical barrier for the lay person to learn how to use in addition to the dedicated server.
This will use your existing world and then you can launch the game separately by opening shootergame.exe from the installation folder.
I'd set a server password before doing so.
You will of course still need to do the port forwarding if you're using the internal server.
But, the reason I mention it... Is that its got a lower barrier of entry/setup for you to get a feel for what its like and if it sorts out your problems. If it works for you you can then move onto hosting your own server with something like Ark Server Manager, or the Linux version Mack linked to.
