Maybe, some people even host smaller 5-10 people servers on the good old Q6600, assuming you're not running it graphically - you'd have to learn how to use the command line effectively.
Now, for the 8600k, first of all, good luck finding one in stock. Next, up that cooler, both the 8600k and 8700k get quite toasty, and for these I'd only go either high end air, or water. Also bring those ram speeds up, coffee lake likes 3200mhz for gaming, above this diminishing returns kick on and latency takes over.
Finally, what's the power supply?
Each server I have uses about 4-5gb ram. The game uses 5 when I play in low memory mode. I only have 16gb ram.
I get 40-60fps with a 1050ti on mix of low epic settings. Max resolution at 1080p
Cpu i7 2600 3.4ghz not overclocked not the k version.
Also my ram sucks, it 4x4 mix of sticks from 533 and up. My wife gets the best parts except for the gpu
Generally it would work...
But in some situations ARK needs much CPU power (ARK Client). If there is a situation where it comes do this high CPU usage on the client...and maybe a high load on the server the same time, then the servers fps can go down and the server starts to lagg.
Therefore i recommend to use 2 machines ..one for the dedicated, one for the client.
Maybe google what "Dedicated" means :)
Dedicated = Does nothing other than that.
So if you have a dedicated ARK server, then this host shouldn't do other things (Like run your client)
I found my game crashes before the server lags.
You need to play in low or extremely low memory mode when playing on the server computer and also make each server high priority in the task manager.
Till about 10 players, the server is mostly sleeping (not many active npc's). If you have more than 10 players...the server starts to need power.
Thats why i said 20 players won't run good.

As long as all it's doing is running a small server without launching the game, yes, easily, you don't even need a dedicated gpu for that. Some people even run small servers from old laptops, so that gives you a fair idea of what to expect. Just for comparison's sake, a 4690k should be able to handle even a 3 server cluster on its own, and about 6-8gb of ram should be enough for a 10 person server. I'd say your connection should reach the limit well before the hardware.
