Ive chekced msi afterburner while playing, most of my cores stay at about 30% usage and only go up to max 60%, temps are all low as well
Try disabling it.
When the gpu usage is below 95%, then you have a CPU bottleneck, no matter how high the cpu usage is.
Problem here: that shouldn't be with a GTX 1070. With that card you should have a full gpu limit.
What is the mhz clock from you cpu DURING Ark? Don't tab out to the desktop to check that.
There must be a problem with the core clock or whatever. What are your temperatures exactly?
1. For the sake of clarity, go to the steam help menu, click system information and then copy paste all that information here so we can see what steam detects for your rig and any potential discrepancies. What you say and what steam detects can have such discrepancies.
2. As mentioned, do not overclock, use msi afterburner, etc. They're well known issue makers for ark.
3. Play ark within the means of your rig. A 1070 is not meant to play ark in the best settings for the game. Use geforce experience to show you the base line settings you should be using in game AND lower them accordingly if you are playing with more demanding game considerations(ie urban sprawl of bases and dino lots, super boosted settings, modded content use etc). In other words ground your expectations accordingly.
I havnt used afterburner or anything for overclocking, ive just used it to measure my usages over time
I changed the settings to be less than optimal, made no difference

During ark the clock is running at 1582 mHz, considering its marketed as 3600 mHz it looks like that is the issue
GPU temp stays at around 55 and CPU stays around 35
1. You cut off some system info.
2. Removing msi afterburner is best. Even running in the background as a process can be potentially a problem.
3. Are you using modded content? If so, list all mods by name and in the load order being used.
4. Are playing in single player or on a server? Which map specifically are you having these fps issues strongest with? If you go to an official Island map server(ie best test control due to default settings/no mods etc), do you have the exact same issues? Obviously if you join an official island map with urban sprawl though that's about the only other fps skewing possibility.
5. How are you tracking fps? If you're using an overlay, disable it(overlays aren't recommended in ark either). Use the in game fps meter instead.
6. For now(since you cut that info off) I'll assume you're on win10. If you are not, that could be a contributing issue.
7. Also if you are on an HDD(again you cut off that info ) that can be a possibility for slowness of renders and other things.
8. Remove all launch commands. If you are doing so, most of them are obsolete and can cause issues.

Seems I have a cpu bottleneck as my cpu only runs at 1500 mhZ, do you know any way to fix or improve this? ty for ur help btw
