Report a translation problem
Primalgamedata may take a while to load - especially on slow storage devices. But once loaded, it get cached until you shutdown your client.
What you may do in order to mitigate the issue:
1) Pick any map and join it (one that you won't play on)
2) Once back to the menu (timeout or DC), get back to the list, choose the server that you want to play on and join it.
Just don't close your client!!
With that said, I would check the storage device status while loading the game (your description fits an hard drive issue/bottleneck perfectly).

The game loads the primalgamedata in your RAM when you attempt to join any server. Once loaded it will load the world assets.
A slow hard drive will yield a slow caching.
Anyways, back to the main issue: the timeout
Have you tried establishing a direct connection with any of the affected servers?
