another thing, is your monitor set to it's native resolution and are you running the game at that native resolution?
Yep, the distance blur is real....
gpu drivers, newer ones don't work as well.
i've try'd a lot of things but sadly no setting will fix the burr.
also that video you showed, you should've taken one from in game, that'd help your point.
non the less, it is what it is...
You have reshade filters on or settings changed from graphics card?
I have no issue with blur when moving.
Have you checked if display scaling is on from graphic card drivers? Wrong scaling causes blurry image. Then again it should be blurry overall and not only on moving.
Only things that come to my mind is something wrong with monitors own settings or scaling.
Forced motion or depth of field settings.
You could try deleting games user settings file or do a clean install.
I had to do that to fix graphical issues when upgrading to 3080.
Mabye Blurry is not the correct word.

My wooden shack is pixelated, the grass (its mod but thats the case with everything that is like this) is pixelated, Objects are not smooth when seen from further away. Close up is just fine, its more like objects in the distance, that are pixelated and unsmooth. I only know this when games have no AA, SMAA, MSAA or FXAA.
Verify Integrity of Game Files
Restart your computer and launch Steam.
From a game's library page, select Manage > Properties.
Select the Local files tab and click the Verify integrity of game files... button.
Steam will verify the game's files - this process may take several minutes.
once you have completed these steps, before you launch ark, click play the first time normally how you would, then when the grey box pops up with options, you have to lick play, reset resolution
