That is weird but, if you are in the high desert where wind is 100% you can use a windmill, instead. It isn't affected by storms and I've never had one break.

You can keep it out of render, and reduce the decay slightly, but its more trouble then its worth.
The only way to completely avoid it, is either using windmills like esthergray mentioned, or a tek generator if you can keep that running with element shards.
Edited Note: I played the Island, Center, Ragnarok, Aberration, and Extinction before playing Scorched Earth, so your mileage may vary. After playing those maps, there was just not much reason to play Sorched Earth, although I did make a base on it for some reason that I can't recall, but being able to obtain it didn't even require an electrical generator.
