That is it that simple. There are settings to disable one or the other but you need to do nothing if you do not want to restrict.
If you have your own hardware or rent hardware without a host company STRONGLY suggest you install and use Ark Server Manager. This software will simplify how you run your server. Default settings you could be hitting the start button inside 5 minute.
ASM allows you to control dino spawns, 3p/1p view restrictions. Add mods with just a number or search the list that the ASM will generate for you. Run any official map through the drop down or type in the correct name for any Workshop map.
ASM allows you to run your server your way, allowing Ark to be fun over and over again. Easily do things like keep a Rex from being tamed or change rates so that Rex is not a 7hr tame.
If it is disabled under on the server you can fix that easily enough. Recommend the ASM as I mentioned but can do it without. I just do not know the exact location in the file. Would be either GameUserSetting or GameSettings. Something like that. Almost never open a file at all.
