Was that a question "Why does it take 70GB", because that can be explained easily. And telling others to shut up when they literally tell the truth is a bit dumb, don't you think?
The data you download is 7G, the space it needs to unpack and repack everything where that 7G of data goes is a lot more, so yes, then 70G can easily not be enough.

That is 7GB of changes to existing files that are much much bigger. During which, those files need to be backed up.
lilmin is right though.... buy a bigger HDD/SSD if the game won't fit on yours...
