How do I deactivate a specific world buff on Gen 2

AFAIK you can't. Once it's active, you cannot turn it off.

This is problematic for the "resources have more health" as i've noticed it doesn't do anything but make your harvesting less effective. You just have to "deal with it" until it's over.

If you can use console commands you can turn off all world buffs, just not specific once it seems.

I dont want to remove all the buffs just a specific one

let's hope for a specific answer on this one, on many many unofficial servers, there's a glitch where the maewing poach buff causes the breeding timers to go down to 0, creating such a high amount of eggs and newborn dinos so quickly on the map, that the whole thing crashes.
