I've tested this in singleplayer - Dying in hardcore not only wipes your level, but also your ascension and your character entirely, forcing you to respawn as a new character. Thankfully I didn't try this on the server else I would of undone weeks of work
Because exp can only be added, not removed.
Keep in mind that each map is progressively harder to begin with. They were designed with the understanding that people would be transferring leveled up characters. You will still die alot as you adjust to SE's weather and new dinos out to murder you when first starting to explore the new map.
I'm super well acquainted with ARK, it's dinos and mechanics (humble brag of 1500+ hours of ARK). I got close to what I wanted using a mod but the mod was poorly made and only worked for one of us then stopped working (which was infuriating.
I know but I'd rather keep the ascension implant to have a meaningful progression from start to end of ARK in it's entirety.
The only thing possible is what you already said but don't want to. make new characters then bring in the old ones later.
On an unrelated note. starting from lvl 1 on every map is not intended for the later DLC's anyway.
It is also a bit nitpicky. Progress in ARK is mostly tied to what you have, not your level. Even on Official rates starting to build a stone base on the first day of an expansion is the rule, not the exception for a lvl 1 character when an experienced player.
A lvl 1 character with tames will advance quicker then a lvl 100 character needing to craft it's first stone pick axe.
Luckily it's a private server then. We wanna experience the maps at the difficulty intended instead of sprinting around being faster than everything, weather never being an issue etc. What challenge would SE be if you had high fortitude right away? To me and my group, we don't find the idea of that fun. We'd rather build our tiny thatch hut and stone pickaxe than get to industrial stuff within an hour.
Then again, people play games differently :)
You do realise at this point, Ark is prolly the easiest "survival" game going around, right?
The difficulty is laughable at this stage of development, i say just roll with it.
We usually level up to 80+ in less than 3 hours, even on a normal map, so you guys must be playing 1 hour a day or artificially holding yourselves back to have an abnormal start.
Considering we play casually and not work up a reservoir of sweat just to power level, your humble "brag" means nothing to anyone, especially as ARK lets you customise every aspect of difficulty.

Correct Wildcard allows players to make choices to apply the difficulty and time sink to many different features of the game. However, the wipe type you mention wanting is just currently one of them, as others have iterated.
No humble brag, just a fact that most players with knowledge of the game do. No one wants to sit around for 3 weeks in thatch/wood/stone age gear/buildings etc.
The level cap is now what, 155? So yeah, 1-100 is basically entry level stuff.
The rest just sounds like salt, im not sure why.
