Not a perfect fix for waterfalls - but it it drives you crazy. Of course this will affect any sounds within that range. The better the EQ ( more channels ) the less noticeable it will be.
Searched for a mod to do something like that, but the only thing Ive found that even comes close is a suggestion to get the Unreal Engine Editor, but not sure how well that will play with the CoC.
CoC only applies on the official network (no mods allowed on official anyways)
If you don't mind modifying your game, simply change the waterfall sound uasset and replace it with some Celine Dion... (and you'll sure revert it back to the original state)
Dont want to change it, we want to lower the sound so it isnt deafening.
** EDIT **
A mod is a mod(ification). Regardless how we spin it, once we modify something by either overriding or modifying a core file, make it a sound, will fail any integrity check.
Move away from the water.
Not a popular take, but its probably the only fix.
