Report a translation problem
So:
1. Go to the steam help menu, click system information and then copy paste all that here so we can see what steam detects for your rigs and any discrepancies.
2. Use the battlemetrics website, search the server you're attempting to join to make sure it is actually up and not down for some reason.
3. Can you join other servers that are unofficial servers with no issues?
Start with those in that order and lets see from there.

You havent updated your graphic card driver in over 1.2 years. That's a no no in gaming.
Go to the nvidia website. Download the program "Geforce Experience". Use it to not only keep your computer up to date for the gpu driver but it also recommends settings to you for playing games like ark graphics wise(hint your rig is not meant to play ark in the highest settings).
2. Also you didn't answer my question from point 3 above. Make sure you do not have firewalls preventing you (either your comp or router or both) from playing official servers. This was part of the reason why I wanted you to answer point 3 so we could establish if you could playing any servers be they official or unofficial.
3. Go to your Steam menu, click settings, then click in game. Go to the server browser pings section and set to 250.
I downloaded Geo Force Experience and updated mt graphics card
The official server i trying to join is on and it had no mods
i set browser ping to 250
or you use steam server list for games and join throught that? (aka you don't start ARK, and go to ARK server list in steam and press join, the steam starts ARK, and it tells you timed out once ARK is started)
no idea if there is way to check this
but unofficials work, officials don't, totally no other idea comes to my mind
but since it's not confirmed... it would be nice to find a way to find out if you are actually banned
(did you ever play officials and now you can't? or you never could play officials?)

since you never played they couldn't ban you
then I'm out of ideas, some random stuff:
checking if the servers you try to join are online on battlemetrics like the guy already suggested
or posting names of servers and maybe someone tries if they can join them?
