ideally you want both parents to be of similar or better yet the same level with each of them having strong stats that can be combined to make super dino babies..
lets say you have two level 150 creatures..
female has good health, good stamina but trash melee
male has trash health and stamina but good melee
you will then breed them until you get a baby with all of the good stats and whatever gender it is mate it with the opposite gender parent until you get a baby with all the good stats but has the opposite gender as the previous baby. you then mate those 2 all good stat babies together and put the original parents to the side. both babies, (if done correctly) should be the same level and same stats.
now you can start breeding for mutations. you will know by a higher level baby than the parents that it is mutated and it's often accompanied by a color region change. it's basically a repeat process after that to stack those mutations and breed super dinos for boss fights or bragging rights :)
Not if you want good stats.
Babies take on the stats of either or both parents. So you want 2 good ones as a breeding pair and hope for mutations for even better stats.

In your example, the UNLEVELED melee (465%) is what will pass down to the next generation. Hopefully that makes sense.
For mutating, technically all you need is a male with one high stat and any number of any level females, the only thing that matters with females is they have no mutations, their stats don't matter at all. Once you get the first mutation in that stat, your fighting RNG to get not only the next mutation, but to get the males higher stat. That's something you can't avoid no matter if you make perfect females or use random level tamed ones. Also always keep in mind that stats can always be introduced at a later time so if you mutate melee up on that dino for example, and then you tame another high level male rino with a good health stat, you can do the same thing to mutate health up and then use the offspring from the melee line and hp line to make babies with both stats.
To specifically answer your question, yes it can be worth it to use low level females you tame for breeding if you have time constraints such as PvP or very limited play time. Or if you just don't want to spend days or weeks trying to consolidate all of the best stats.
