As fluffy said, its not started yet so you're activating the old event which after the main event time last year the pot stuff stopped and hence why you dont see it.
If you're wanting in your single player or server situation to have more going on for halloween, Recommendations I can give would be to check out some of the mods related to halloween which add all manner of stuff that even WC doesnt have/use.
Also in years past, the mod map The Volcano gets all sorts of halloween decor around the map(giant spider webs from tops and bottoms of hills/mountains and more). He's done the same thing with his xmas iteration too.

Yes and no. Some parts to some events work and some do not. Another example is the xmas one as you cite. Some parts of it will not work because they're partially for example an actual map change that only WC controls and sets and more.
This was the same last year and again winterwonderland has always had a map restricted winter version that only WC would enable and disable(technically what they do is remove the normal map and replace it with the winter one.). But again it like other events have mods that give other stuff that can be as good or better depending.
But even in Janurary 2020... The new winterwonderland event from the end of 2019 wouldnt function correctly.
Gachaclause appeared. But not raptorclause. Disappointing.
