Report a translation problem
1. Go to the steam help menu, click system information and then copy paste all that info here so we can see what steam detects for your rig and any potential discrepancies.
2. If you are using modded content, list all mods by name and in the load order you are using.
3. If you are overclocking, using msi afterburner, 3rd party graphic enhancers etc then dont. They are known issue makers.
Start with those and lets see if we can eliminate any variables.
Due to the extremely vague nature of both of your complaints, saying "same" is very highly likely erroneous. As a general rule, do not piggy back onto other people's threads with your own issues. Make your own threads and follow the steps outlined in 1-3 AND additionally copy paste your -own- crash reports (Hint: UE4 crash reports may look the same to some but they do in fact vary.)

I have not overclocked recently, I do have a GSync monitor, but Nvidia did not push any updates. My game is Vanilla.
As for the error itself, it just started... had not updated the game, had not updated graphics drivers, no new windows updates (not that i had turned my pc off between it working and not...), nothing that I could see changed.
I am running a dedicated server on another computer in the same room, with same internet connect etc, the game hosts fine...

I use a similar setup as yours, however I didn't experience any troubles even though I have played the game for the entire afternoon and the game run smoothly. So there might be something more to be explored.
I didn't find any thing wrong with your specs, drivers are good. But one thing you can try is to make sure you run the game in 1080p since ark has never been optimised for resolution above that level, which, may or may not change your current situation.
It generally crashes before i get a chance to click options.
I tried running it directly from my steam library (rather than shortcut on Desktop) and had the options to "Reset Game Resolution".
It now starts as a tiny windowed game in the middle of my screen, and still crashes before I reach anything on the main menu.
I had the JSON error on Monday night (2nd Nov), but closed it, and steam, restarted, steam updated and I got back in for the rest of the evening. This started some time between 12:00am on 3rd, and 6pm on 3rd Nov.
I don't have the option to roll back, that i can see at least... guess i'm waiting on 'the next fix'?

This was only ever a temp fix for Json, but anyway, it was adding to my posted issue.
went back into the file, deleted the two lines I added, and now works a treat!
