(Ark Park game) plus the Ark game's lore seems to indicate there was an interest in bringing back creatures from the past for people to experience in the previous society. When the corruption to the earth occurred and arks were sent above it, they were designed to essentially train the inhabitants to evolve so to speak into homodeus and ascend so as to be prepared to reintroduce the arks to the planet to reseed/terraform it once again so to speak for habitation and to be prepared for any future in coming threats.
So having characters learn how to deal with primitive challenges all the way up to advanced technical ones would seem to be their training for this.
Remember, not all creatures on the arks are dinos. We have creatures from many different evolutionary eras plus fantasy creatures that the replicators can produce. Also we have creatures that are also otherwise genetically created(aberrattion, extinction, genesis).
