Lvl 77 Crystal Isles leveling standstill???

OK I seem to have basically stopped leveling.. I built a huge base so most of the last 6-7 levels was just from crafting base pieces but now I can't seem to make any headway.. and I've looked for explorer notes.. do they really not exist on Crystal Isles?? Is there something else I can mass build or any XP modifiers I can find somewhere?
