Edit: Also worth noting it won't effect existing dinos, so if you want to see the change effects immidiately rather than happen slowly over time as dinos are killed, you need to use the console command "destroywilddinos".
You probably also need to check the box for "Maximum Difficulty" for it to use both of those settings..though i'm not sure.
I do know with Difficulty Offset=1.0 and OverrideOfficialDifficulty=10.0 I get max dino levels of 300 on The Island (with the MaximumDifficulty box also checked).
Edit: Also be aware that higher level wild dinos actually makes the game easier...because your tames of those high level dinos are stupid powerful. I recommend reducing the stat gain of tamed dinos as well if you don't want the game to be stupid easy.
I assumed he meant wild dinos. But you raise a valid point since he didn't specify...I may have assumed incorrectly.
