You can play co-op from the main menu without any server creating.
In that case you are just playing together in a single-player setting.
This means however(like most other games) that the host needs to be online for others to play.

Run Dedicated Server
Create Procedural Ark
Host NDN-Dedicated Session
Non dedicated is single player where your steam friends can join you. It's co-op without the name.
