Also the S+ scanner only works properly if hibernation is tuned off. So I would recommend that.
Also i know a Quetz is rare but there should be at least one on the island at nay given time
Go to Ark in your Steam library and put this in your launch options: -preventhibernation
This CAN have an effect on performance.
The longer you run your single player iteration, be it with or without having hibernation off, the distribution of dinos can change. You can thus alternatively(and I recommend once a week if hibernation is off) do a destroywilddinos command to help reset the distributions of the dinos on the island map. I suspect after you've done that you should eventually see a quetz or two around the green or red obelisks though not always.
so i would recommend finding a server to play on (there is lot of good unofficial free servers to play on, lot of pve servers where people are nice and help each other)
When you're on a mountain you can find them stuck sometimes.
