I'd venture to say loading wise you're better off on an SDD as is usually the case but I do not know if there is a different variable to consider when its as a server or not.
Back when i ran server on my own hardware i remember startup time up to 5 min but nowhere close to 20 min.
20 min. only occured when using generated maps.
My server is in an old i7 2600 and sata ssd with 4 lightweight mods. Starts in about 250 seconds. Without mods it's about 90 seconds.
Edit, Win 10 pro.
I have no mods. 1200/90.. that's about 13x faster. I guess I just have a really bad hard drive bottleneck? I'll have to check when launching the server next time... This new HDD is 2~3x faster than my old one too... 20 minutes seems excessively long
Sometimes mine doesn't start either
