Incorrect. Ragnarok is and always has been a free dlc. It was originally created by a modder who was hired onto the development team and the map was made official, but it is free.
try to paste that directly into your browser and let steam open it, see if the old brute force trick works
Nah you never needed to own SE to run ragnarok. You never needed any paid DLC to get the other dinos as they were available via console commands and others transferring dinos to vanilla maps and then giving them to you. Its more likely just that the free version is limited because it cost you nothing.
