Dino count. Below 1 means less than default.

Night Time: all three being set slower will cause slower respawns as well.
Make sure you do not have Structure Prevent respawn radius set too high(it could cause whole areas of the map to not respawn if really bad.
Also make sure you have the box ticked for Maximum difficulty
Also make sure the box is ticked for Use Single Player Settings(this is mainly the one for assisting respawns of dinos but not limited to that either of course).
Lastly, are you using -any- mods? Mods could be causing conflicts as well so list all mods by name if you are and if the above doesnt change things.
Yes I'm using Pet Manager, Tides, Death Helper. That's it.
How do you do that? I've never heard of it before.
You need to remove launch parameters then that you previously put in.

1. Difficulty is not relevant.
2. Maxing dino count is not recommended. It tends to imbalance the creature distribution and make your game unstable. Its a finite set of dinos that spawn no matter the settings and on some maps and with some mods, this can really muck things up(not fun to have 1000s of ocean creatures or wyverns).
Set to 1 and leave it there. You dont need an increase in dinos in single player honestly.
3. If you have foundations/buildings spread across the map and you have set for example the Structure Prevent respawn radius set to an ungodly high number, then thats how many foundations (as a measurement) in distance that things will not respawn. You can make your entire map a barren wasteland eventually goofing this. Keep it at the default level instead if you've altered it.
4. There is no "Tides" mod as you state. There is an Ocean Tides mod. Is this what you mean?". If so, remove it. It is an abandoned mod from 2016, it has various issues, especially if being applied to maps that arent the island and more.
In regards to the other mods:
Pet Manager also is a 2016 abandoned mod that tends to make issues/break more than being useful. Again remove it.
Dealth Helper: This mod's maker was banned from the Dev kit for shenanigans and all their mods either are or are slowly becoming broken. Remove it. There are plenty of other mods that do what this one did that are more current.
Of all those mods the likelihood that they are the source of your problems is unlikely however with such old/abandoned mods and how mods can sometimes interact with each other in a wonky manner means its better to err on the side of caution.
Stick with mods that arent abandoned and more stable.

At this point I have to guess from what you're saying with settings, that you've got an imbalance situation with your settings and dont have them proper. If you're unsure how to do so even with my directions above, then I suggest testing the following temporarily:
1. Returning settings to default in single player
2. Remove the mods(unsubscribe then delete from the modded content folder in your game files).
3. Remove the launch parameters showing still for the xmas or any other holiday events.
Then do a destroywilddinos command in game and wait for a little bit. It may take a 5-10 min in game for them to repopulate the different areas. You can fly around the different zones too and that may help to a certain extent.
If things repopulate after you have followed steps 1-3 accurately then you can exit the game and start adjusting the single player settings to reasonable levels that suit your needs(again dont screw around with default dino counts or "Structure Prevent Respawn Radius".
If you then continue to see no issues then that informs you that your previous choices of things were the culprit.

But as for the issue at hand it seems likely as oldgamermike says something that occurs with single player games when you've played on the same map too long without a dino wipe. Things die off, carnivores especially because they find things to attack until they die, then they go out of hibernation range and don't respawn properly leaving you with barren lands with nothing but large herbivores. Cheat DestroyWildDinos to refresh the spawns and use the -preventhibernation launch command to help keep it from happening again. Note the launch command can cause issues if your PC isn't strong enough to handle the game tracking the entire map at once.
1. Dino count at 1 Is not max. Its default. You can go above 1

My dino count is maxed out at 1 so I don't know what to tell you.
