The way to fix BattlEye
Note:
"This Topic is from 2019" so there is no guarantee for this will work years later... but atm. Jan/2022 this will even work, because BattlEye did not have any updates since 2017, but it's important you will reboot your system many times to fix this issue otherwise this fix never will work for you!

Edit: 08/2021
Also look for the pinned answer by MacGrubR if you don't want to use GeekUninstaller and want to remove all parts manually, but note that his "point 3." => using CC Cleaner is not required, especially using the registry "repair function". This could cause a system collapse if CC Cleaner will delete the wrong data/settings in your registry and also there is no need to remove old registry settings here to fix BattlEye!

Updated Version: 27/01/22
At first you should know that the problem with BattlEye you have is caused by a compatibility problem between your Graphics Card driver and BattlEye! (No, I'm not kidding you!) If I had started this thread I had installed the Spetmer 2019 update of the NVIDIA drivers and I was unable to reinstall Battleye... so I got a never ending loop for reinstalling.

You also could find a fixing Guide of mine here: https://steamcommunity.com/sharedfiles/filedetails/?id=2728917032

*If you just getting the error code: Failed to open privacy text => jump to the end of this guide!

  1. First locate BattlEye in your Game folder: Steam\SteamApps\common\ARK\ShooterGame\Binaries\Win64\BattlEye

  2. Now you should backup the Install_BattlEye.bat anywhere out of the folder. (For some ppl. It was removed after uninstalling, after this run the Uninstall_BattlEye.bat or Geek Uninstaller for making sure to remove all parts and hidden files of BattlEye easily in a few seconds. (It's up to you.)

  3. Download an older driver and after this uninstall your current one... Important: You have to uninstall your Graphics card driver and also "NVIDIA Experience / AMD Radeon Andrenalin" first, before reinstalling an older driver, you also should reboot your system after uninstalling your drivers! You also have to remove any profile files of the old Nvidia drivers! I If you like the easy way use the tool: "Geek Uninstaller" it will find any parts of programs which will be not automatically removed.

    You can download older drivers here:
    Nvidia: https://www.nvidia.com/Download/Find.aspx (Last tested: 466.47 & 471.68)
    AMD: https://www.amd.com/de/support

  4. After uninstalling your Drivers and BattlEye you should reboot your PC (It's important for reinstalling BattlEye!)

  5. Run the new, "old" Nvida/AMD drivers and reboot your system again so you will make sure all parts and processes are fresh and fully loaded! After this run the Install_BattlEye.bat in your Game\Battleye folder "as admin" and yes, you should reboot your PC another time.

If you now can run ARK you are finished here!
If you got this error: "Failed to open privacy text" follow the steps below.

  1. Navigate to your BattlShrekEye folder and open the BELauncher.ini with Notepad++.

  2. Now you will see the following:

    GameID=ark
    BasePort=7780
    64BitExe=ShooterGame.exe
    SilentInstall=0
    PrivacyBox=2

  3. The problem here is "PrivacyBox=2" (It also could be "PrivacyBox=1).
    All you now have to do is to edit this to: PrivacyBox=0, saving the file and ARK should start normally.

The End
At the end of all of this you could update your graphics card drivers to the latest ... well, or just even not it's up to you. xD

What ultimately fixed it for me:
1. Uninstalled Ark and Ark SOTF
2. Made sure to delete the Ark and Ark SOTF directories from steamapps folder
3. Ran CC cleaner portable, fixed all of the issues it found
4. Deleted the dumb hidden Battleye directories (I believe they're at \Program Files (x86)\Common Files\BattlEye, but you could always search C:\ for battleye)
5. Delete the batteleye service - Open cmd as administrator and run 'sc delete BEService'
6. Install windows updates
7. Reboot
8. Install Ark
9. Launch Ark from Steam
10. Click OK on the install prompt without checking the "ask me again" box
11. Scroll to the bottom of the EULA license agreement
12. Hit I agree (or whatever the button is) to install
13. Launch Ark again

Stupid and ridiculous issue.

If you get the: Failed to open privacy text - error you did not edit the BELauncher.ini or do not save or did use the windows editor and not Notepad++. BattlEye did not have any changes since 2019 so this fix will also work in 2021.
The author of this thread has indicated that this post answers the original topic.

Of Course this works! Battleye doesn't get any updates since starting this tread and now.
Have a look here: it's even just V0.94: https://www.battleye.com/downloads/ wich was released in 2017. See here: https://steamdb.info/tech/AntiCheat/BattlEye/

If the method on top or the way in the pinned commentary don't work for you, you did something wrong^^
