That doesnt look very promising. You may be having an issue there with a faulty cpu since Steam cant detect one clearly.
2. Your single player game file may be corrupted.
3. When you said installed your mods etc. I hope you didnt transfer the files from your old comp to the new and instead did a new clean install.
4. You may have a faulty graphic card.
5. When you say it freezes "when I got into any map" can you clarify? Does it freeze when clicking to go to the map(assuming its single player)? Have you tried going to official server(island is the best test control map and official means no mods) to see if you can access it?
Ark is one of the most demanding games in rigs on the market and articles have been written about such. Those other games are not.
Aye, it's an ES CPU (Engineering Sample). Basically, it's a test CPU sent in to OEMs and such. Now... could this cause issues with ARK - I don't think so, but you never know.
As for your mod list, we'd like to see it, there might be outdated mods in there that are bound to cause troubles.
And know that loading maps with mods, if on an HDD, it can take longer to load than on an SSD.
If you have any error logs though, those we'd also like to see, as they might point to the root of the issue.
And there's the culprit: mod glut with overlapping mods adding lots of dinos etc etc etc.
Not going to do your work for you so....
You need to proceed through that list and remove mods that:
1. the owner abandoned and didnt open source. Its rather common sense for the most part that mods that come from years ago and havent received updates are no nos because with ark updating and maps post the creation of those mods, they'll break quite frequently.
2. comments or forums are mentioning crashes and issues after the last update.
3. overlap functions. Not with yours but as an example if you have 2 tranq gun mods there's chances they two are incompatible due to using same or similar coding. Mods that add dinos can have this overlapping, structures, etc
4. are similar to point 3 but redundant in function. A player for example doesnt need 5 mods adding faster crafting or variations of spoiler bins or the like.
5. Any mod made by the person known as ̀͠͏̡ScottishFold̖̲͕ ✓ (aka fennec fox, aka peggy, aka Joan) . I dont believe you have any but Im citing for the sake of whether you might attempt to in the future. This modder was banned from the dev kit because they engaged in all manner of shenanigans including adding sabotage code into their mods to disrupt the use of other mods(drama they had with the maker of annunaki genesis back in the day). Since they got banned from the dev kit, they've left their mods up on the workshop. Even the few mods they still have that arent broken (and that's debatable) arent worth the risk as time goes on.

Also, make sure you're using the proper load orders on the remaining mods that you plan to use. Going out of the proper order means you risk your game not working too.
There is also the possibility with your prototype cpu and the other innards of your rig and inconjunction with the mod glut that its issue creating.
And lastly, you're on an HDD. 16-17 mods loading should be taking you 7-20 minutes to load depending on the speed and quality(or lack there of) of your HDD. And that's if its a server. Being its single player it can process slower to get in.
