What is your external IP address?
Check your router and see what IP it's getting from your internet provider. This would be the WAN settings. If you are getting anything in the 192.168.?.? or 10.?.?.? range, your ISP is giving you an internal address and your friend wont be able to connect to you regardless of port forwarding.
Hi, i'm not sure how to find the external ip address on my router. Any way you can explain what settings it might be located under? I know all routers are different but i have no clue where to look.
Make sure your friend is using that IP with the port number you have forwarded.
So an example would be 80.54.69.10:27015

So your forwarding should be working fine.
Another thing to note, that public IP can change from time to time depending on your ISP. So if your friend cant connect at some point, check and make sure your IP hasn't been updated/changed.
