Report a translation problem

you need the folder and the file with the mod ID number in this location
in game you should be able to select which mods are active
On your local ARK, download the mods you want via Steam Workshop and take a not of the mod IDs (found in the URL of the Steam Workshop page)
Open up ARK, click "HOST / LOCAL" (This will copy and extract the mods). You may need to wait a few minutes, and possibly even click "Host Non-dedicated Server" (and exit straight away).
Close ARK, right click ARK in Steam, click Properties, click Local Files, click Browser Local Files and navigate to "\ShooterGame\Content\Mods".
Select all the mods you want to include on your server (folders are named by the mod ids), including both the folder and the .mod files. Add to a .zip.
Either via FTP or the control panel file manager, upload the .zip to your "/ShooterGame/Content/Mods" folder. You can then extract it via the file manager.
In the control panel, go to Configuration Files and click Text Editor next the the settings.ini. Find the line "ActiveMods=" and add all the mod IDs seperated by a comma. (e.g. 141233,8321231,489341)
Restart the server.
I managed to download a few mods easily, using steam workshop downloader website...
I extracted the mods into the folder where they are supposed to go
"\ARKSurvivalEvolved\ShooterGame\Content\Mods"
but the game just doesnt "see" them... I tried renaming the folder to only its "ID", tried extracting the "WindowsNoEditor" outside of the mod folder and also tried renaming that one to the "ID" of the mod...
Also edited GameUserSettings.ini and added the ID to the ActiveMods= line... but after any restart, whatever I put in there is gone...
There has to be a way to manually install mods for singleplayer...
First of all, you're trying to run an Epic Game version with Steam mods.
They are different. Epic doesn't support mods. It just doesn't.
As far as dropping files into a mods folder and it "just works" does actually "just work" as those of us who mod, do this all the time to test our Mods before they're published to the Steam Workshop.
Your problem here, is Epic Games.
Epic's version does not support mods. Period.
As for the modding now, I did see a few videos from youtube with people claiming it was easy to run steam workshop mods on epic for this specific game...

I just tried to do it my own way without installing that 3rd party software... i'm most likely just missing a tiny step on where to properly put the files... or how to properly rename the mod folder...
