Ragnarok adds scorched earth content also.
Ragnarok contains all SE content, except the exclusive Phoenix. No DLC purchase required.
All in all rag is a larger map with more biomes and creatures.
Might comes down to what you like (stile wise).
TheCenter honestly feels more outdated to me, more than TheIsland even. But it's still playable for sure, and it's a fun map. I wouldn't call it my favorite though.
And also, if you're playing single player or hosting a server, you can include dlc dinos and engrams without needing to purchase them. You can add them via config files or mods, but the latter is easier if you don't mind having extra mods.
The Center is a really bad map. Dino Disappearance Central, thanks to the ruins.
