Not sure I see the point of a texture mod. It would be big because texture files a big and a lot of work, artistic work creating the textures.
There are some mods like the CKF(Castle Keep Forts) that use the radial menu to give different pieces of its structure buildings different textures.
I remember one mod with a concrete tier. Eco has some nice decor mods and some have buildings.
But building mods and decor mods are big and this slows down loading times.
