You're kinda limiting this to existing items... When you introduce such a dramatically different world type like this, usually you have to rebuild the basic systems as well. Instead of "wood" per say you could harvest solid/rigid corals to build tools with, stone would... Well, you can already find stone underwater in the form of boulders, and a Dunkle would make short work of any store requirements in the late game.
As the Wyatt suggested, caves could be found to alleviate oxygen requirements early on, and scuba gear is always a possibiliy, but there would have to be intermediet ways to replenish breath like a rebreather that uses some kind of seaweed as a "fuel source" to extend run times between air pockets early on
And for bases, Tek bases are viable for late end game, but for earlier bases you could always use some new building system based on "anchoring" your buildings to the seafloor or a cave's ceiling via chains or ropes (Which again, could be made with seaweed as a replacement for fiber)
It may take some work, and it may have to be a fan-made mod(Which, let's be honest, if it's good the Ark devs will snap that ♥♥♥♥ up post-haste to make it one of those "offical mods") but if it's well executed this could be something to breath a little bit of new life into the Ark that's gotten stagnant for a lot of players
