if you mean the element veins, they spawn in fixed locations out in the wasteland kinda like OSDs. not sure if anyone's made a map yet but they're very easy to spot.
they look like giant black/purple gnarled roots coming out of the ground.
i found one near that big ribcage out in the wasteland a couple days ago but they pop up in different places on a rotation.

Element Ore, as in the Aberration item, does not exist on Extinction.
In order to make element, you need element dust, which can be turned into either shards or element in one of two places: A) Inside one of the random blue consoles you find littered around (most are in the city, but you can find them in other biomes rarely), and B) In your own inventory once you are high enough level.
Element Dust gets turned into 'Unstable Element' which will decay into regular element after a brief spoil timer.
As for Element Veins, I believe they are currently disabled, unless they got fixed during the last 2 days (which I've been away from the game for). I'm not actually sure what they're for - though my suspicion is that they're better sources of dust or outright element than smashing up lampposts and killing enforcers.
Edit: Seeing your reply to the above - yeah, its not in Extinction. If you're playing unofficial or with mods, the mega-common S+ I believe you can craft element ore withing the S+ version of the Industrial Grinder, since it lets you make map-specific stuff.
10,000 hp is "easy" 25,000 hp is "moderate" and 50,000 hp is "hard"
the scraps are not worth defending and can buy you a lot of time (yield sucks on them) but the yield on the big node is amazing.
i stopped playing extinction because im sick of WC ruining everything but that's one good thing i have to say about the map. at least until they nerf it by 95% because of course they will.
