Is there any command for raising the stats of a dinosaur?

Unfortunately, no. Not naturally anyways. Might wanna head to the steam workshop for ark and see if there is a leveling mod.

If you wanna go mod free and get a super duper rex, get another rex that is also high level, of the opposite sex, and start breeding them. Might take a couple generations of breeding, but eventually you'll get some pretty OP rexs

I don't think there are any commands. But i think the main only way to level damage up is to keep breeding it with higher damage rexes... I found this guide very useful https://ark.gamepedia.com/Mutations

It’s because there is a max number of post game levels it can get. Once it hits that, no you can’t raise stats infinitely.

Stat multipliers work retrospectively.

Raise the stat multiplier for damage on tames and it will apply the extra % in game.

This will effect ALL tames at once.
