but today Steam has it lined up to reinstall... How to stop Steam from thinking it needs to be installed?
If steam wants to install it, then you should be able to remove it (and stop future installations) by right clicking it in your library, selecting properties->Local Files and clicking "Uninstall Tool".
You want to remove the dedicated server component in Steam, so make sure you have "tools" selected to show in your Library, not just "games". It will show under the "Tools" category as "Ark: Survival Evolved Dedicated Server"
In case you don't recall how to show tools, go to your Steam Libary and click the button that is probabably currently labeled just "Games". It is right under the "Home" button at the top of the left column of your Libary, that lists all your games.
Once you click that button, you can add a checkmark next to "tools" (at which point it will say "Games and Tools". At that point the Ark dedicated server should show in the list for you to right click, etc. in order to remove it.
If you still don't see it once you are showing tools, go to the View menu at the top and tell it to show Hidden games.
If none of that works, right click it in your "Downloads" list in steam where the update is queued. You can get to properties from there as well, and as above, just select "local Files" then "Uninstall tool"
I didn't know about that Tools option.
