Right but did you try completely uninstalling your virus software(not only disabling it)?
Also, do you have Ark and Steam on two seperate drives? Perhaps you need to have them on the same.
A quick google search for you should indicate that not uncommonly this is due to various antivirus programs such as bullguard in the past.
But other programs can cause it too.
Its essentially a corrupt DLL.
While uninstalling and reinstalling Ark could fix it, it is actually perhaps better to right click ark in your library, then properties, then local and then verify integrity of local game files.
When you do that, do it not once but over and over, back to back(ie dont go in the game) UNTIL you get 0 files being required to be redone. Sometimes this is a placebo but there are some instances when we get major updates that your download there of has been corrupted, and doing this resolves it.
Sometimes this is due to the dynamics involved with the menu for the server lists to get the 2-3 files done over and over.
However at the very least trying to get it to 0 helps to eliminate it as a source for the corrupted dll.
That is not the same thing. That is a different issue either due to not having your ping set 250 and below in steams interface or the server you're attempting to join has any number of its own issues.
For the sake of clarity, go to the steam help menu, click system information, and then copy paste -all- that information here so we can see if there are any potential discrepancies that --Steam-- detects. Someone just today swore they had their drivers up to date yet had not done so in 3 years once that info was correctly looked at(just one random example).

Just something to readily point out but having not updated your graphic card driver in 2 years and close to 30 updates is rather embarrassingly bad.
So NO you did not update your graphic card driver. This is why we ask for accurate information because people such as yourself tend to make these sorts of mistakes. Current nvidia driver dates should be for May 2020 or so.
Your "desktop" is actually a laptop thrown into a desktop chassis. Your cpu and gpu are laptop iterations(and thus in quality a step below their true desktop iterations.). This is/was a common ploy by some manufacturers or retail outlets to sell cheap models making people think they were getting more for a deal when it was the complete opposite. APU rigs were the worst for that back around the same time as when you bought yours.
Get the nvidia geforce program from the nvidia website. Have it then properly download and install your graphic card update. Then have it set the recommended settings for your graphic card for playing ark(as I suspect you're probably playing on settings way higher anyway.
Keep in mind too tthose settings are for default play. Playing on super boosted, modded content, or urban sprawl servers means settings must be put much lower for your rig's limitations.
Your rig is consider low end for playing ark, one of the most demanding games on rigs on the market. Keep that in mind and ground your expectations accordingly.
Take care of the above and lets see if anything improves.
