Download Stuck at 0 bytes
I have pretty good internet speed at around 400mb/s and my steam average download is usually around 30-50mb/s. But about a day ago, I tried to download the crystal isles map, and it took hours to download a ~5gb dlc. The download speed kept fluctuating and then zeroing out. When the dlc finally downloaded, I'd try to load into a world, the game would stop responding. So, I thought it was maybe a file issue and verified game files and it said it had a problem verifying 2 files. So, I did the fix, but the game kept not responding when I would try to load into a world, regardless of it being crystal isles or not. So, I decided to try uninstalling and reinstalling the game; however, this time it wouldn't download at all. When I started the install, it acted like it was going to work, then ended up zeroing out again. The disk usage still moves, but the network usage just sits at 0bytes. Also now, every other game that tries to update either won't install or takes forever to install as well. Nothing I've tried seems to work.

What I've tried-
1. checked download speed -> it is normal (I am hardwired)
2. changing download region -> some act like they'll work then zero out, others don't download at all
3. disabling my antivirus
4. reinstalling steam
5. verifying library and game files
6. downloading a game from another launcher -> downloads fine
7. checked disk usage -> it is normal

I've a similar issue but rather ARK is the only game that behaves like this on Steam. The actual download stutters and seems to alternate with the disk usage. Every other download on steam utilizes both at peak efficiency.

Yeah it’s actually really annoying it takes so long to download anything involved with ark, but yet I can download gta5 in like 30min but a 4gb download/update on ark takes like 1hr

Ark has been sitting at 0 bytes a second for a few hours now. It was doing this earlier today with the crystal isles download, but it finally finished.This time, the actual game has made no progress at all on the reinstall. Other games will eventually download (a lot slower than normal) after sitting at 0 bytes for a little bit, but for some reason Ark just refuses to make progress on the download.

ARK eats disk space too much, that`s a reason. It needs at least the same disk space available as it weight (on one disk or all disks, if disk with game files is full OS disk can be used by game without warning; ARK without mods but with all DLC and FLC maps aks about 275 Gb, and need 295+ free space - update files take additional space). When download speed is 0, data is writing on disk. If some error happens, process begins again, and additional disk space is required to re-download misisng/corrupted update files.

Update- I finally found a download region that actually worked (Ireland). However, I am still having the game not responding issue. No matter what world I try to load into the game stops responding.

When you say it was not responding, do you mean it froze? Or what exactly happened?

If you are using a sata hard-drive, or have limited ram, it can cause this.. Reason being, for MASSIVE games, it downloads a chunk, pauses, decompresses, writes to disk, repeat, repeat. When you download something on steam, it does unpacking on the fly. Slow processor speed can cause this as well, but not as often. SOmetimes a PC doesn't have the resources/speed to do all of it at once. I have a beast computer. but use a sata hard-drive. it's my bottleneck. I fix the issue by limiting my DL speed to 3mbs-5mbs

I mean, when I start loading up a world, it eventually freezes in the loading screen, says it is not responding, and I have to use task manager to force the task to close.
