They're massive mods that adds and changes a lot of things within the game, it's a lot of data to load.
It's possible that person is using custom versions that remove the conflicts between them. Could also be that those two mods just happen to be compatible with each other and primal fear is breaking them.
Large mods on slow drives is the cause. You can either get a SSD or reduce the amount of mods you are using. By amount I mean total size and not how many. Thirty 2mb mods isn't gonna cause an issue, but three 4gb mods will.
You can get 1TB ssds fairly inexpensive from newegg or amazon.
