Is it better to leave dinosaurs set to neutral when offline?
I've looked this up online but the topics were from years ago and I don't know if behavior settings have changed since then. I also didn't quite understand the difference between a neutral dinosaur and one that has its aggression level set to "attack target."

On my private, dedicated server that I play with friends, what I am trying to avoid is having those tamed dinosaurs attacked by something that may eventually wander into the area and then the dinosaurs not defend themselves or other dinosaurs of the tribe. I don't necessarily want the dinosaurs to be running away from the base we've parked them at to preemptively eliminate any potential threats, but to rather remain stationary while defending themselves if need be. So does neutral accomplish this, or does attack target?

attacking target just means they will attack whatever you attack..

ideally you would stick em in a pokeball to keep them safe but if that's not an option then build a pen for them to chill in while you are offline. keep them on neutral but confined otherwise they can be kited off by creatures or other players.

I always keep all my dinos (except birds/flying dinos) on neutral inside a pen

Neutral will mean that they will only attack when something nearby them gets attacked.

To prevent them from chasing something off into the blue. have a dinosaur *preferably a tanky one* set on passive, and have the neutral dinos follow that one. after they eliminate the target or can't reach it they will return to the dino they are following.

Use a Tek leash. Despite being called "Tek" it doesn't need element to craft. With that you can lock your tames in an area so they can defend themselves and prevent them from running off chasing what ever attacks them. Just be sure to put the leash in a stone or metal box with no roof (unless you are using s+ or something, then you can use a roof). The vanilla one needs line of sight to the sky and its quite squishy so it needs to be protected.
