Check for anything running in the background and shutdown everything you can.
You need about 12GB of ram minimum with this game. Upgrade to 16 and you will see a huge improvement. There is no memory leak in Win 10, but this game does have a couple. But I don't think tlyou have them or you would crash eventually.
You don't see all the ram used that the game needs because windows is swapping to the page file trying to keep some memory free.
Windows needs about 5-10 gb free to operate efficiently. No hdd should be 100% full always try to leave 5-10gb free
My son had 8gb and while he could play it would stutter frequently due to over flow into the page file I took 16gb out of my system and put it in his and never happened since.
The only "stutter" I hot was when the server saved. This was also about a year ago so stuff has changed.
Check your background processors and turn off what you don't need. Open run type msconfig and go from there.

Your partially right and partially wrong.
I have run ark on as little as 4 gig of Ram.
Currently I run on a windows ten with 8 gig and its smooth as silk without stutter or ludicrous disk usage.
OP try launching it in low memory mode (Thats what I always use, its not as pretty but its far more stable on "Basic" gaming machines)
If you want to run it on the highest settings yeah your gonna need more Ram but if you go through and prorperly optimize the game for your system you'll find you have much less issues I reckon.
SSD would also help a metric ♥♥♥♥♥♥♥♥
I mean there could be some memory leak issues but I haven't expereinced them since I moved from 4 to 8 gig.
The only thing i have maxed out is resolution.
