Literally only small dinsosaurs spawn, not seen a single raptor, Carno, T-rex (I can go on). I saw a Beaver den but no beavers next to it.. anyone else having this? (Ragnarok map)

Difficulty has nothing to do with what kind of dinos spawn. Difficulty only affects the level of wild spawns. (and the loot quality)

If it's your server or you're on a single player game you can try the console command "admincheat destroywilddinos". That will wipe out the untamed dinos and new ones will respawn in a few minutes or so. On slower computers it could cause your game to lag for several minutes.

If you are playing single player and are looking for level 120 dinos, you have to set your difficulty to 1.0 and then in add the line below to the GameUserSettings.ini file in
Steam\SteamApps\Common\ARK\ShooterGame\Saved\Config\WindowsNoEditor\GameUserSettings.ini

OverrideOfficialDifficulty=5

Then do a wild dino wipe
