Well considering that is incomplete PC specs who knows. You fail to mention what kind of Drive are you using? HDD or SDD? Also most important for any game how much RAM do you have?

OS: Windows 7/8.1/10 (64-bit versions)
Processor: Intel Core i5-2400/AMD FX-8320 or better
Memory: 8 GB RAM
Graphics: NVIDIA GTX 670 2GB/AMD Radeon HD 7870 2GB or better
DirectX: Version 10
Storage: 60 GB available space
Additional Notes: Requires broadband internet connection for multiplayer

That is right from the Store page. Though if you are like I was say 6yrs back that is hard to understand. I know little about AMD so not sure where your CPU lies in that but if I am not mistaken it released in the last year or 2 so it should be good.
Your Graphic Card (GPU) is fine as well. Buddy use to run this on a 970 and was playable.
Now for RAM 8GB is the least amount needed for this game. This means you must have 8GB Free on your system. So if you do not have at least 12GB RAM installed then you do not meet this. RAM is the Temporary Memory of your PC, everything that runs on your PC uses RAM. Best way to know if you will have enough if you only have 12GB is open Task Manager with Steam running but no games. What is the % for Memory? If it is over 25% then you need to either shut down programs or install more RAM. Ideally you want 16GB RAM available to your system to run games like this well. This ensures there is plenty to go around.
Now your Drive (Long Term Memory). SSD are much Faster than HDD but with Ark that does not matter as much. SSD will always run any game faster as your CPU/GPU can get to the information needed faster. Space free though with just the free DLC will be up over 100GB. Keep this in mind on install, if you lack space besure to ONLY install the Default package with JUST "The Island" map.
I hope this info helps you understand things better rather than my just saying you can or can not run it. I believe in teaching a man to fish instead of just giving him a basket of fish.

I should add that I own the game on my Son's account. Also that on that account we have over 2,000 hrs with this game. Stuck with this game through it's Early Access days and it is incredible. Would not recommend PVP in this game or Official Servers for this game. Running your own server though is stupid easy, look for a program called Ark Server Manager. Make sure not to confuse it with the one abandoned years ago. With ASM you will find that if you can read your can set up a server.

I'm running it on a radeon HD 6570 with a 3.4ghz i7 and 8gb ram. You'll do just fine.

This is the type of response that causes issues in PC gaming. You are running it BUT with only 8GB RAM you are not running it very well. Likely having a lot of stuttering, slow loading times and if you go into MP pretty sure you will crash when approaching a large base.
So all that said you can not tell the OP he will do fine. That kind of response is unfair to the guy asking. Clearly you do not understand what REQUIREMENTS are for PC games. That is fine for you but others want to know before they waste money.

Dawson I know I dropped a wall of text there for you but ultimately it is your RAM that could really decide. More so if you want it to be better than what you have on console where all games are created equally. I use to be a console player until 5 yrs ago. Switching is the best thing I ever did but there is a lot to learn to ensure you do not waste money.

Can you run it? Yes.

Can you run it in the highest graphic fidelity settings without encountering performance issues? No.

As long as you couch your game play expectations in this regard, you'll be ok.

Also SSD is recommended and not an HDD. Load times are much quicker.
