Usually there where Oil Nodes (Rocks) in the Ice Cave above Viking Bay.
But they look more frozen then usual. But i remember that there was once a bug that rendered them invisible, but could be mined with an Anky though.

But the easiest way to get a steady supply on oil is to get some dung beetles, they wander around at the cursed shores/plains so you just have to pick one with a flyer and bring it home.
