Now veing serious there are plenty of locations, my favorite ones are NW where the ice begins both in the beach and close to the volcano
If that's more work than you want but there are two people available, doing it from the air within the claws of a flyer or on the back seat of a tapejara is a good option. You can also use a tapejara clinging to the side of cliffs above a rex, though it can be hard when they start running away.
The only stats needed for taming frog is some weight and lots of speed; my current frog sits on 415% movement speed.
The idea here is not to tank but hit & run. Good armor saddle is good to have ofc :)
Using it for land and sea dinos since it is also a very good swimmer and need no oxygen.
You can find them near mountains, following the rivers, in the snow biome, and on Carno/Dead Island. Just a simple question on if it is a safe area that you can take advantage of.

Best way to tame is to build a taming pen close to where they are and the lure one into it and close it off. Then just shoot with tranq arrows until he goes to sleep. Then either raw mutton or pulmino kibble for the fastest tame.
