Ark Won't Update in Steam (Update: FIXED)

Like the title says, Ark hasn't updated for me in two days.
I've tried forcing the update multiple times.
Verify Cache sits at 0% forever.
I get "Game is still encrypted" error when trying to play.
I've deleted download Cache.
I've changed my region three times.
I deleted the game and now it won't install. Still says Encrypted.

I've read through dozens of forums and posts from people mentioning the same issues last year but none had a fix. Is anyone else having this issue?
I'm in Florida, 120 gigs of ram, 1tb SSD, Win 10, GTX 980's SLI, Steam fully updated, all drivers updated.

UPDATE: To fix the problem, I reinstalled Steam Over the existing Steam without deleting it first.

try changing your download location in steam

steam > settings > downloads > download region ..... change to the next closest location

Having the same issue. Stuck on 250.1. Tried reinstalling w/out deleting but nothing changed.

I'm still in the process of reinstalling the whole game so I'm not sure if it will play yet, but by Reinstalling Steam I was able to atleast get it to start downloading the game. Past that, I'm not sure what to do. If my game doesn't work, I'll keep trouble shooting and be sure to post my results here. Please do the same for anyone else with this issue.

People dont re install steam. I got the fix for this bug, I wish someone would pin it , i will link it now

The error is the launcher but its the launcher version, so yse re installing steam fixes it but it takes way longer then just following my instructions

ANd changing the download region wont work because steam wants to download a incorrect file instead of the ark update

Sorry I should have typed your solution doesn't apply to me lol I was not opt'd in to begin with. It was already set to None. There is also a beta option if you right click Ark in your library. That is also set to None. Getting from 250 to 250.1 took days. I remember logging in one morning and there it was...completed in my Downloads. No clue what to do tbh.
