@OP if you are not concerned with graphics. You could likely achieve playable FPS but lower settings to min. Lots of stuff to render will be a problem. If you played on one of the many low population unofficial servers, it probably wouldn't be so bad.
Single player mode would be harder to run on the laptop.
The real question is does the laptop have enough hard drive space for Ark. SSD is better.
You can play it better then your ps4, just lower the graphics to low.
In pc you have a lot off mods that will change the game a lot if you like it. Do not use lots and lots of mods or it will be hard for your pc.
Low; 100-150fps
Medium; 80-90fps
High; 40-55fps
Epic; 15-25
So it's quite playable

I have found this to be the easiest way to both increase performance and help with sighting pulmos, sabres and micros.
