Do I need DLC to see the new creatures on the Island?
Just wonder if I need the dlc to see and tame new and fantasy creatures on the island?

Not if they turn up on the island itself... Which they won't as they are defined to be in those worlds unless you bring a mod on.

Same with the engrams, you won't have them until there is a mod allowing them on the other maps.

With proper configuration to the file, it's possible to see DLC dinos on all maps along with unlocking dlc engrams without the help of mods. Mods are easier to use though.

You can edit your game.ini file to add NPC spawns, here is a command that adds several aggressive creatures to the mountains. All one line. Recommend a wild dino wipe to respawn per these rules.

buying any of the DLC only gives you access to the map. You already own any other content (and it's legit don't worry) of the game so dinos, structures, items etc....

you can either use cheat commands, mods, or modify the game.ini file as shown by Turbodog (but that last one implies to input one or more command (if you want to modify crafting requierements as well for ex.) for any dinos/item you want.)

i have seen the robo ones and ones that have some kind of glow/stink looking off their bodies(no not alphas). i have tamed a glowy one but farm/kill the robo ones as they have nice harvests. i do not have either extinction or aboration. not sure if these are what you mean but last time i played they were not around so what guig said sounds right, though i did not modify configs or cheats. i have seen some of those creatures already though i had started a new game recently.

The "robo" ones are Tek dinos. There are Tek versions of the Parasaur, Raptor, Rex, Stegosaurus, and Quetzal. The main difference between them and the regular versions is, the Tek ones spawn at a 20% higher level. That is, if the game decided to spawn a level 10 Parasaur AND decided to make it Tek, its actual level would be 12. The other difference is, when Tek dinos are killed, they drop different loot (Element dust, electronics, and scrap metal) instead of meat. The Tek dinos used to only appear for special events, but have been made a permanent part of the game now.

The "glow/stink look" effect (radiating off just the spine area) represents the "pack" game mechanic of certain species, like Direwolves, Allosaurs, and Hyenadons. In a pack, whichever individual has the highest level is designated the Pack Leader, and typically has sort of an reddish-orange aura above its spine. The Pack Leader will grant a combat boost to nearby members of the same species (either via a call/roar or by its mere presence). The boosted creatures are usually represented with more of a yellow aura.
