Industrial Grill Accessability?

Quick question, are Indstrial Grills accessable by non owners or unlockable? What i mean is that i think it would be a good idea to build a public grill for an area next to Ovis on this server i play on, and i'm not sure if it's functional or not. I feel like there needs to be an in-between from Campfires to the Grill, cause metal and cementing paste is a lot for someone who literally started a day ago on a server just to be able to cook more than 2 mutton without buliding a battalion of campfires. Can we get a stone stove or something? Like a big flat cooking stone that you can put at least 9 things on?

Use S+ mod (Structure Plus), you can make an industrial grill and keep it unlocked for everyone to use.
