Taming effectiveness?
So far no taming guide I've seen really goes over this. I know it affects the level boost your dino gets at the end of taming, but nothing on how to keep it from lowering or what not to use. Furthermore, I don't understand this, I tamed one dilo and it started taming effectiveness at like 90, but the second one I got started at 30. So ... why was that?

Taming Effectiveness.
Starts at 100%.
If the creature gets hit, you loose effectiveness. Sometimes A LOT.
Every time the creature eats it looses some effectiveness. Kibble is the best thing to minimize this.
That is about all there is to it.

When you knock out a dinosaur any damage done after knockout will lower the effectiveness of the tame; such as you punching it or hitting it with another sling/arrow/dart, or a wild dinosaur hitting it.
Taming effectiveness is kept high by feeding the dinosaur its preferred food, since it lowers each time the animal eats, the more preferred foods give a higher taming percentage and thus are eaten less. Preferred foods differ between dinos but for most herbivores this would be kibble -> vegetables -> berries, for most carnivores this would be kibble -> mutton -> Prime meat -> raw meat. Some dinos need special foods/taming methods, I'm not going to cover them.

As for your dilos I'm assuming their effectiveness may have been dropped by after-tame damage, or eating plain raw meat.

Regardless of what anyone tells you starvation taming will NOT improve effectiveness. It is a useful method to tame dinos in dangerous areas, as you can avoid wasting a lot of resources if the dino gets hit during tame. It does not change how much they eat.
That's all I'm saying on it, go search other topics for more info.
