It's not really possible for WC to enforce a rule like teaming.
As kitsune said, post all relevant information. Problem is as kitsune also pointed out that Wildcard can only be reactive as opposed to proactive in this (ie you report and they look into it). Given their support as well is extremely limited, it could be weeks before anything is replied to or anything substantial is done(or not).
Small tribe servers are pretty much unable to be enforced. That's the reality of it that you have to learn to accept.
If you want better control over the pvp environment(or a pvpve one), rules, and more proactive enforcements there of, then you should join the majority of the playerbase on an unofficial server(around 40% of the 40,000+ unofficial servers are pvp afterall) versus slogging through these and more issues on the less than 900(including legacy) wildcard maintained servers(thats pvp+pve totals btw for wc ones to really put into perspective the minority).
